Board Members

JH Partners is fortunate to be able to count on the collective expertise of the volunteer members of our board of directors in a wide range of areas, including health care, education, finance, law, and management. Each of them lends an impressive level of knowledge, leadership and community engagement to our organization, and for this, we sincerely thank them!

Jean Robert

President, delegated by The Quebec City English-speaking Community Foundation

Jean completed his undergraduate, graduate, and doctoral studies at the University of Ottawa, Université Laval, University of Maine, McGill and Harvard. Over his 35-year career at CEGEP Champlain–St. Lawrence, Jean worked as a counsellor and then as academic dean, retiring as campus director in 2014. Jean is president of the National Battlefields Commission and is a Senior Advisor at McGill University’s Ingram School of Nursing. He is also vice chairman of the Central Quebec School Board. In addition to serving as president of the Jeffery Hale Community Partners, Jean is also president of the Jeffery Hale Foundation and a member of the Citadel Foundation. He is a past member of the Comité provincial pour la prestation des services de santé et services sociaux en langue anglaise (PAC) and of the Commission de l’Éducation en langue anglaise. Jean is a Canadian representative of the Morehead-Cain Scholarship program at the University of North Carolina at Chapel Hill, and a board member of the Université Laval’s Rouge et Or basketball program.

Jacqueline Corbett

Vice president, delegated by Jeffery Hale – Saint Brigid’s Corporation

Jacqueline Corbett is a Professor of Management Information Systems in the Faculty of Business Administration at Université Laval. She is director of the Centre for Research on Intelligent Communities (CeRCI) and co-chair of the research group on Industry 4.0, Work and Employment at OBVIA. She holds a Ph.D. in Information Systems from Queen’s University, an MBA in Finance from York University, and an Honours B.A. from the Ivey Business School at Western University. Before academia, Jacqueline worked in corporate finance and Fintech, developing risk and treasury management solutions for corporate and government clients. Her current research explores how information technology can support sustainable development and has been published in leading scientific journals. Jacqueline actively serves her communities. She is President-elect for SIG Green, focused on IT and environmental sustainability, and previously co-chaired the AIS Women’s Network College. Elected to the board of trustees of the Congregation of Catholics Speaking the English Language in Quebec and the board of Jeffery Hale Community Partners in 2019, she also volunteers regularly at the Jeffery Hale Pavilion and donates blood and plasma to Héma-Québec.

Bruce Myers

Delegated by The Church Society of the Diocese of Quebec

Bruce Myers is the thirteenth Anglican bishop of Quebec. The son of anglophone Québecers and raised on a farm in Glengarry County, Ontario, he worked as a journalist and broadcaster for the better part of a decade, including stints as a parliamentary correspondent in Ottawa and Quebec City. He began his ordained ministry in Québec City in 2004 and has served as diocesan bishop since 2017. He studied theology and ministry at McGill University, Montreal Diocesan Theological College, the Bossey Ecumenical Institute and the University of Geneva, and earned a doctor of ministry degree from Saint Paul University in Ottawa. He is a professed member of the Oratory of the Good Shepherd, an international community of Anglicans who share a common rule of life. He also serves as a member of the board of Mount Hermon Cemetery. When he’s not visiting congregations across central and eastern Québec, he enjoys beekeeping and cycling at his home on the Île-d’Orléans.

Karen Lachapelle

Delegated by The Quebec City English-speaking Community Foundation

Karen was born and raised in Québec City, with family roots in the English-speaking community dating back before 1847. Her grandmother was among the first residents of the “new” Saint Brigid’s Home in 1974, and her father, a veterinarian, cared for its pets and helped establish the Jeffery Hale Hospital. Visiting her grandmother with her volunteer mother fostered Karen’s early connection to the Home and its tradition of compassionate care. During college, she worked as a care attendant at the Home, an experience that inspired her to pursue psychology. She went on to earn undergraduate and graduate degrees from McGill University and has worked as a clinical psychologist for over 25 years, specializing in psycho-oncology and leading therapy groups for women newly diagnosed with breast cancer. In recent years, Karen’s role as her mother’s caregiver deepened her attachment to Saint Brigid’s. She now serves on the JHSB Advisory Committee, the Users’ Committee, and the Residents’ Committee, advocating for patients and residents to ensure quality care. She is also honoured to serve on the boards of The Jeffery Hale Foundation and Jeffery Hale Community Partners, including its Governance and Ethics Committee.

Laurent Després

Treasurer, delegated by The Quebec City English-speaking Community Foundation

Laurent graduated in administrative and accounting from Université Laval. He is a fellow of both the Order of Chartered Professional Accountants and the CBV Institute. For most of his 30-year career, Laurent worked in the fields of audit and business valuation for three CPA firms and was a partner with PricewaterhouseCoopers (PwC). He also was Director of Financial Services, Buildings and Equipment with the Central Québec School Board. He is known for being generous with his volunteer time, particularly since his retirement in 2015. He also has a reputation for his humanity and concern for users of the health and social services system. Laurent has served on the board of directors of the Institut universitaire de cardiologie et de pneumologie de Québec – Université Laval. Over those 27 years, he held several positions on that board, including that of administrator, vice president, and president. Laurent is also on the board of the Citadel Foundation, and a member of the joint audit committee of The Church Society of the Diocese of Quebec. In addition to serving on Jeffery Hale Community Partners’ board, Laurent is also a member of its audit committee and co-chair of our Foundations’ Office investment committee.

Pierre Beaulieu

Delegated by The Quebec City English-speaking Community Foundation

Pierre was born and raised in Québec City. He studied at Cégep François-Xavier Garneau and became a physiotherapy technician in 1988 at Saint Brigid’s Home where he learned to speak English. While working at Saint Brigid’s, he completed his bachelor’s degree at Laval University in administration, human resources and gerontology. In 2002, he joined the Québec provincial government as an administrator at the Société de l’assurance automobile du Québec (SAAQ) and the Ministère de la Justice where he became a courthouse director and later director of human resources until he retired in 2021. Pierre is pleased to reconnect with Québec City’s English-speaking community which was so welcoming to him when he first started his career. Now living in Beauce and working part-time as a consultant, he serves on a few boards, among which are Saint Brigid’s Home Foundation and Jeffrey Hale Community Partners.

Richard Walling

Executive Director of JH Partners, also serves on the board as a non-voting member in the office of Secretary.

Richard Walling is the Executive Director of Jeffery Hale Community Partners, a charitable organization focused on the development of health and social services for the English-speaking minority community in the Quebec City region. He is President of the Jeffery Hale – Saint Brigid’s Advisory Committee and is Executive Secretary of the Governors of the Jeffery Hale – Saint Brigid’s, a public health and social services establishment in Quebec City which has been serving the minority language community for over 150 years.  He is a member of the Quebec Community Health and Social Services Foundation and co-Chair of the L’équipe de recherche en partenariat sur la diversité culturelle et l’immigration dans la région de Québec.  He is also a member of the regional access committee on English-language services for the Greater Québec City region, as well as past president of the Provincial English language health and social services committee. He is co-author of “I Dream: The Holland Centre Experience – A Community Development Model for Minorities“.  His work over the past 30 years has focused on improving the health and well-being of English-speaking people across the province of Quebec.
 

Robert (Bob) Delaney

Delegated by Jeffery Hale – Saint Brigid’s Corporation

Bob was born and raised in Quebec City. He studied at St. Lawrence College, earned his undergraduate degree at the University of Waterloo, and completed post-graduate studies at Laval. He taught at St. Lawrence for 35 years, retiring in 2011. Bob has been president of the teacher’s union, chaired the 150th Anniversary of the Irish Famine commemoration, and served on the board of Irish Heritage Quebec. He was also a Sillery city councillor, a board member of VEQ and the Caisse Desjardins de Sillery-Saint-Louis-de-France, head of the Trustees of St. Patrick’s Parish, and a member of the Saint Brigid’s Board of Governors. He now represents Jeffery Hale – Saint Brigid’s Corporation on JH Partners’ board, sits on the Jeffery Hale – Saint Brigid’s Board of Governors, and is president of the St. Lawrence Alumni Foundation. Passionate about healthy lifestyles, Bob was English spokesperson for Sillery’s Right to Quality Water committee, which secured cleaner, cheaper water from Québec City. He also represented English college physical education teachers on the Comité d’action pour la défense de l’éducation physique, helping reverse a government decision to cut physical education from the college curriculum.

Thomas Buijs

Delegated by The Congregation of the Catholics of Quebec Speaking the English Language

Thomas completed his bachelor’s degree in physics at Université Laval and his master’s degree in organic chemistry at McGill University. Born in Toronto but having lived in Québec City since the age of five, Thomas is fluently bilingual and loves to read books in either language. He worked for many years as a product manager at ABB and is now with Hitachi, where he spends his time imagining how to apply new technologies to problems that customers in the energy business face. Thomas has given his time to good causes like the Boy Scouts and has given an introductory course in Taekwondo to little kids. Thomas enjoys travelling with his family, regularly embarking on road trips, which allow them to explore all the often-overlooked places along the way. An avid sports enthusiast, he enjoys skiing, running, cycling, swimming, camping and martial arts, and has a black belt in Taekwondo. Thomas is passionate about clean technology, drives an electric car and has extensively applied home automation and advanced technology to reduce energy consumption. He also serves as President of the Board of Trustees of St. Patrick’s Church.
